This proverb announces the tyranny of the strong over the weak. There are strong and weak species both in the animal world and the plant kingdom. Some animals grow strong on account of their adaptability to conditions of nature whereas others of their species grow weak because of their lack of adaptability to conditions of nature. They fall victim to oppression and sometimes total extinction by the stronger species. This is an observable phenomenon in nature. Smaller plants cannot grow under a banyan tree. Smaller and weaker animals cannot thrive in a tiger infested forest. Similarly, in human society the rich exploit and oppress the poor. A rich man grabs the land and ty of a poor man. A physically strong man can torture a physically weak man and do him any harm he likes to. Interestingly, the maxim holds good both in civilized and barbarous societies, let alone the society of plants and lower animals.
