Sometimes we come across an act or a habit which expresses one's parsimony in small but worthy matters but wastefulness is not so worthy of large matters. Most of us do have such habits, This is seen with persons who cannot weigh the importance of cases money has to be spent on. They are niggardly to spend a small amount on a worthy cause but spend lavishly on unworthy causes. For example, none of the several governments has, during the last thirty years or soam constructed, building for a government women's college at Puri which has been running in a rented private building having at the most ten small rooms. This college, therefore, provides teaching facilities in a few unimportant subjects in humanities. But they have been spending huge amounts of public money on Bhoomi puja for fictitious projects and enacting Baliyatra from Paradeep to Indonesia. Wise people call it a penny wise pound foolish policy.
